Win32-api 1.4.0

Hi,

The Win32Utils Team is happy to announce the release of win32-api
1.4.0.

= What is it?

A better replacement for Win32API.

= What’s New?

The special $KCODE handling has been removed. Previously, if $KCODE
was set to “UTF8”, then wide character functions would be checked and
defined before ANSI functions if not explicitly specified. This caused
too much confusion. By default, ANSI functions are now always checked
and defined first, unless wide character function names are explicitly
specified.

There was one bug fix (RF #23944 - bad error message).

Also, this release should be compatible with Ruby 1.9.x.
