There are lots of excellent guides, howtos and tutorials available
out there. Look around on rubyonrails.org and also use google to
search for specific things.

Have a look at how web services are implemented in Typo
Also get a copy of Agile Web D. with Rails. That has an
entire section dedicated to Web Services.
Its not hard to implement Web Services in Rails. Its just like
working with a controller, only thing you have to know
is structures for Soap, implementing a REST service is also pretty easy.
