URL>store (what's this tool?)

Hi,
On p. 291 of DT’s book, there’s the following snippet:

URL> store
@params = {:controllers=>“store”, :action=>“index”}
…

Is there some spiffy tool to do tests like or is this just his way to
show how it works?
