Is there a meaning to the relative rate for a block that consumes
two input streams at a different rate?

I’m sure I can make one up, but I’m not sure it’s well-defined
The relative rate is primarily used as a hint to the scheduler and
buffer allocator. In the case of multiple input rates, I think I’d
use the value that was the farthest from 1.0
