There’s one already: Ruby Central, Inc. It was founded in 2002.

I can’t speak for him but perhaps the OP was referring to the fact that
the
foundations he mentioned formally hold the copyrights and ownership of
their
respective projects, and exist in part to keep any potential legal and
licensing issues “well-behaved.” As an example, keeping the fact that
Guido
works for Google from giving anyone the jitters about using Python.
