Ruby Gems Start up troubles

I am having a rough go at installing rubygems. I don’t know where to
place the files upon download and the appropriate diction would be to
call on it. However in the mean time I am getting more frustrated by
finding out the possibilities of having it installed. Also what
would be the best environment set up for a beginner? Thank you I
appreciate any assistance

What is your OS? How are you trying to install it?

would be the best environment set up for a beginner?
That depends on your skills and preferences but, I would not recommend
Windows for RoR.
