Looking for advice on the best site or process to find great talent.
I am completing my design for an educational web app to be written in
ROR and MySQL. I will need 3-4 full time developers in May and
June. As a startup, I am seeking talented developers at a fair
rate. Where is the best place to find the developers OR bid the
project?

I’d suggest starting as soon as possible.
The Orlando rails conference was a massive recruiting effort by a lot of
companies.
Maybe it’s different elsewhere, but in Florida, there’s more companies
seeking ROR developers then there are developers. Heck, my company is in
the same boat, good talent is hard to find.
