I’m using gvim for most of my development. I use PowerShell for my
command line.
I’m mostly using rubymine these days but mostly as editor.all

I use NetBeans (even though it doesn’t want to play nice with ir.exe).
Also SciTE, which comes with the Ruby installation package, is good for
small apps and scripts.
