After all, i wanted to create my new RoR project, but I could not start
it.

Rails 2.3.0 RC0 should work with ruby 1.9.1 (at least that’s the goal
for the final version of 2.3)

Rails 2.3.0 RC1 is working with Ruby 1.9.1.

this should help, i think.

Or more specifically:

Just so you’re aware, to the best of my knowledge, Rails 2.2.2 is
engineered around the Ruby 1.8 series. Ruby 1.9 has renamed and/or
removed some of its standard libraries, and that’s why it’s breaking.
I personally ran into the same issue, and for my own development,
rolled back to 1.8, just until Rails 2.3 is finalized and officially
released.

See
http://pragdave.blogs.pragprog.com/pragdave/2008/04/ruby-19-standar.html
for some of changes to Ruby 1.9’s standard libraries.
