I followed the instructions on how to use subversion with Rails at
http://blog.teksol.info/articles/2006/03/09/subversion-primer-for-rails-projects
Do I need to follow the instructions under the section “Using Rails
Edge and …”?
Also after I installed 1.2 RC1 the rails -v says the version 1.1.6, is
it right?

Ony if you want to use edge rails.
And yes, RC1 has a version of 1.1.6. They will not increase that to 1.2
until it’s fully released.

If you want to use the release candidate, you need to use the
instructions for Rails Edge, except you replace
http://dev.rubyonrails.org/svn/rails/trunk
with
http://dev.rubyonrails.org/svn/rails/branches/1-2-pre-release
