Am a newbie to Ruby/Rails.
Was wondering if there is any portable package for RoR similar to
XAMPP for PHP.
Please let me know.

I have no experience with it (and very little with Ruby on Rails
whatsoever), so I can’t vouch for it. But it just may work for you.
