Parser error when building gnuradio under Cygwin

I am attempting to build gnuradio under cygwin and everything seems to
go fine, with the exception of the documentation for the usrp.
unfortunately this shuts down the make so that it never completes. Any
guidance as to what I might be missing or file changes that would enable
this to complete the make process would be appreciated.

This is a known problem with xmlto on Cygwin (see
http://gnuradio.org/trac/wiki/WindowsTips). The solution is to remove
or
disable xmlto, or modify the Makefile so to bypass the building of the
documentation.
