Not able to open multiple windows in a form

When i click on a tab in a form then i m not able to browse multiple
windows in ruby code

mozilla firefox-12.0
When i click on new file menu,its working then i click on new form
entry in the file menu
The new window should be opened but its not opening

This is the example:
