Most popular internationalization plugin?

Hi,

Just wondering is there an obvious most popular I18N
(internationalization) plugin that people use? e.g. the one with the
most traction/development/number of releases out perhaps? (i.e. to make
a web site have English/French/German support fro example)

Just wondering which one to dive into to.
