Link in README to build instructions has moved but is 404

The link in the git README is

http://gnuradio.org/doc/doxygen/page_build.html

to the detailed build instructions, however, the link should be:

http://gnuradio.org/doc/doxygen-3.7/build_guide.html

and this could be fixed with a redirect at the web server or a change to
the readme. I would suggest the version-independent redirect.

I would have opened an issue to track this, but I don’t seem to have the
ability to do so after creating my gnuradio.org account.

It’s a small thing, but it may impede contributors to the project, so
worth
fixing.
