Issue tracking system

We have been looking for an issue tracking system that is capable of
creating, updating, and keep track of resolved reported customer
issues, or issues reported by employees of the same organization. We
tried Simpleticket but encountered too many restrictions, some bugs,
and a “difficult” installation. We tried Redmine as well, but it seems
more oriented for bugs rather than issues. Any recommendations? The
only requirement is that it’s free.

Trac is pretty popular. You can customize it a lot too. Everything is
in
terms of “tickets.”

Also take a look at Retrospectiva.

I was kinda looking for a help desk, rather than something for
software developing or milestones. Any ideas?
