Irbc file - setting up Jruby on fedora

Jruby is working and is installed to /op/jruby the guide then states;

To enable tab completion within jirb, add the following line to the
configuration file .irbrc:

require ‘irb/completion’

Where is the irbc file I am looing but i must be blind I can see it.

If this is your first time, it doesn’t exist. Create one in your home
directory.
