Integrated plugin?

Hi:

I wonder if anyone would be kind enough to point me if there are any
plugin? framework? engine?
available where the following functionality has been integrated

  1. Authorization including Admin backend
  2. Settings (i.e. users preferences, application preferences etc…)
  3. Multi-Language support
  4. Theme support

I have found all of the above as an individual plugins and many of
them and trying to combine all of them - means playing with each
individual plugin. Before I start doing that I would appreciate a
pointer as well as your experience regarding above.

A single thing which did all those would be a web application, not a
plugin.

Worth looking at Mephisto, perhaps?
