Installing jekyll-rst - don't understand instructions

I’m moving my static sites to Jekyll, and I want to use restructured
text, so I’m trying to install the jekyl-rst addon. At
GitHub - xdissent/jekyll-rst: A ReStructuredText plugin for Jekyll and Octopress, the instructions are a bit
complex but well laid out. However, I’m not able to understand #3:

For Jekyll:

$ cd
$ git submodule add GitHub - xdissent/jekyll-rst: A ReStructuredText plugin for Jekyll and Octopress
_plugins/jekyll-rst

What is “”?

Because I think it may matter, I’m using rvm, have ruby-2.0.0-p353
installed and will be using it with jekyll, locally.

It means the directory where you created your jekyll site with jekyll new
