I guess you have 3 options:
-
The digital amplitude of the samples. (The magnitude of a sample
should not exceed 1.0 when using complex floats) -
The transmitter gain (if the RF frontend has adjustable RF gain
settings) -
And some sort of external amplification circuit of your choosing
