If-Modified-Since proxy cache optimization

I noticed there was a patch submitted couple years ago that was never
accepted and last year a post saying to expect it around Jan 2013. I
understand SPDY probably pushed the roadmap back a bit. So I was
wondering
if there is a new estimate for when to expect this 1.3.x roadmap item to
be
completed?

As 1.4.0 is expected to appear soon and we are more less in
feature freeze for 1.3.x already, the said functionality will be
reconsidered for 1.5.x. Optimistic forecast is something near
May.
