How to use alt and title for href to a mehtod

hi all

i know how to use alt and title for image but i want the same result
when i point on a text(href) then it shows the title content like if i
set
:alt=> “how r u”,:title=>“how r u”
then it needs to show “how r u”

can anybody help me…
