GRC: Use max_noutput_items in start() and run()

Hello to all users of gnuradio.
This is my first contribution to the gnuradio and consists of a change
in the GRC that takes advantage of ‘max_noutput_items’ to adjust the
maximum number of items allowed for any block in the GRC flowgraph.
