If I do, can that program run on Linux?

I’m not sure about other ways, but yes, the Cypress GPIF designer can
open the file and display it.

No, it doesn’t.
Larry Doolittle wrote some code a while back that avoids the need for
the GPIF designer and generates the output files directly.
