I am working on scheduler module for which I want to know, if any X time
zone is in mid night now ?
Is there any library/gem for this purpose ? or if not what would be a
good logic to know this ?

I, for one, do not understand your question. Can you clarify please.

It’ll be the UTC - (current time in UTC). For example, if the current
time
is 8:00 AM UTC, then the UTC -8:00 will be the timezone that will be
midnight at that instant.
