Likely you are missing mysql client development libraries. How to fix
this depends on what platform you are on.

e.g. for ubuntu Linux it’s usually
[sudo] apt-get install libmysqlclient-dev

(or libmysqlclient15-dev or libmysqlclient16-dev to force a particular
version)
