Looking for advice to build a discussion group and chat functionality.
Is there a plugin that exists for these or what is the approach to
take to build this functionality.

The best approach to take is to build it.
There are no “ready-made” chat or discussion group type things. If you
want to use google or yahoo groups, go ahead and use them.
Why not simply install one of the many already-done apps available
that do just these sorts of things?
