that would be a rather easy app.
If you use the basic plugin, most all the work is taken care of.
Even a private email is there.
Without advertising, maybe two days max for a prototype,
another couple of days to push it to a host.
(Assuming your not using photos)
Photos add a couple of days.

Is there a ‘skeletal’ dating application out there for view?
