Creating Rails Developer Guide

Hello,

One of the things, that I really enjoy about the rails project is the
comprehensive developer guides (http://guides.rubyonrails.org/)

I am currently working on some projects where I need to create a user
guide,
and I wanted if the Rails team was using a publicly available theme and
script to generate their user guide.

Last time I looked that was all part of main rails repository.
