Commit emails from git repository

In the spirit of more open communication, I’ve changed the
gnuradio.org configuration to send commit emails from individual
developer repositories to the main commit-gnuradio mailing list. The
upside to this is that it is easier to see what people are working on
before it gets promoted to the main gnuradio.git repository.

The downside is that if you’re subscribed to commit-gnuradio, you may
get multiple emails–one when the developer pushes their branch to
their personal repo, and one again when it is merged into the main
repo.

Developers–this also means that your in-progress work is immediately
notified on the list when you commit, which means you may wish to do
your squashes/rebases locally before pushing.
