Can't find python-numpy-ext

The GNURadio installation instructions refers to program
python-numpy-ext. When I try to install that program via
sudo apt-get -y install python-numpy-ext

the system reports

E: Couldn’t find package python-numpy-ext

Can someone comment on the possible cause?

You need to turn on the “universe” repository, either through Synaptic
or by manually editing the /etc/apt/sources.list file.
