Build DVB-T2 system

Hi
I have a project about digital tv , my task now is to build the system
of DVB-T2 using gnuradio.
but I have two problems :

  1. how to read the video and convert it to binary ( the code I should to
    use in c )2. the block of MPEG how to build and also it’s code
    Please help me
