[Bug Report]nginx Windows access log can't turn off

Hi Igor S.,
It seems that the “access_log off” directive never turn off the logging
on nginx Windows.
Is it a bug or did you do this by design or by accident?

Sorry for my stupid mistake!
I realize that I’m wrong while I want the nginx not generate an
access.log at all when I’m at the first sight of your answer.

It should turn off. Could you show configuration and point what file
nginx continues to log ?
