i installed apache and i can view the default splash page by entering
the local ipaddress from another computer on the network. however, i
cant view the splash page from another computer on toutside the network.
i checked my ports and they seem to be open, i can oping my router, but
for some reason, i dont think my router is sending the incoming request
to my apache box.

You also have to setup port forwarding if you are using a router. It
would look somthing like port 80 WAN to port 80 on 192.168.0.x (or
whatever you are using.)
