as the USRP fpga is open, does anybody know if it’s possible to replace

If you mean a new FPGA configuration - then sure! Just pick up your
VHDL or Verilog book, and change the logic within the FPGA.
If you mean a different physical FPGA, it might be a bit difficult to
find one that is pin-compatible. Plus you will have to reflow the
board.
