Third party behaviors do not seem to 'behave' correctly. They will allow
you to assign them to content but not always execute at runtime. Has
anyone else encountered this issue? I am thinking it may actually have
to do with the  'radiant_behavior_filters' but I have not been able to
confirm this.

>From what I can tell, the mailer behavior doesn't require the
behavior_filters plugin.  I'm not even sure what that plugin does.
