Has anyone done this? I want to store the rhtml (template) in the
database, but not sure how I can code the controller to generate the
file html and send it to the user.

Admittedly I've not tried to do this, but I know that this is one of the
reasons that jadedpixel/Tobia Lutke have Liquid templates:
http://home.leetsoft.com/liquid

You could try using that, or, take a peek at the code and see how it
goes
it -- might be possible to use some of the ideas.

Paul
