I see an abbreviation in the menu called lia but how do I make it
work. I have tried a fascinatingly large number of possibilities
without success. I have searched the help file and googled the issue.

By default, that snippet is triggered via the tab key.

  lia<tab>

Take a look at the Automation|Insert Snippet|Edit Snippets command then
expand Rails in the left hand outline. You'll see the actual snippet
that is
inserted as well as the activation method (Tab Trigger).
