Is there a archive off http://api.rubyonrails.org/ so that I can view it
without net access?

Run "gem_server": it will start WEBrick on the port 8808 with the
documentation of all the installed gems. Then point your browser to
http://localhost:8808

You will find a a copy of the Rails api, bundled for offline enjoyment,
at
http://rubynow.com/rails_api.tar.bz2
