I would say give www.textdrive.com a chance. Their servers are now a lot
more robust and seems to be quite stable. The one downside is that it is
a
rather "cutting edge" provider who jumped today to get 0.14.4 installed
...
when the wheels came off. So consider it a development site provider for
now.

I'm using http://OpenSVN.csie.org . It comes with trac and is free.

I'm using www.cvsdude.com and they offer a basic option that's free.
