In three minutes of googling, (and no further
experimentation or in-depth reading)
I found a project called Quantian

which is based on R and which promises to have Ruby
support and plotting via gnuplot.
Maybe a quick solution to your suggestion could
be to add some kind of web support via
Ruby on Rails to that project ?

RWeb is a web frontend to R.
Getting R and ruby to play nicely together is no big deal.
