From you ferret install path you run ferret-browser.
cd ruby\lib\ruby\gems\1.8\gems\ferret-0.11.5-x86-mswin32\bin
ferret-browser <path_to_index>
It will launch a webrick server on port 3301.
But I found that it crash with large indexes
