Eclipse Foundation now hosts Dynamic Languages Toolkit that has great
Ruby support.

Check up their demos at eclipse.org/dltk/

Personally, I find using TextMate/Locomotive on the Mac to be simply
outstanding. (Better than RadRails)

(And I still use Eclipse for J2EE).
