are there any restrictions in using the RoR logo on my own homepage?

Something like: powered by Ruby on Rails …logo…

Since Rails is a trademark, yes, but as the open source nature of Rails,
you
could ask to add a link to http://www.rubyonrails.org/ and spread the
word
(just like Firefox does).

at least there’s no visible documentation on it.
