Faster running tests in jruby

Checkout GitHub - rdp/faster_rubygems: A helper to dramatically speedup the time it takes to run a 'require rubygems'. DEPRECATED shouldn't be necessary with newer versions of rubygems, at least I hope not. If it is message me so I can work on this again

should improve startup another bit, it’s a must on windows dev.
