The Role

This position is responsible for planning and overseeing standard development projects at BHCOE, from the initial conception of the idea through the development of rubrics and evaluation tools for the implementation of standards through the BHCOE accreditation process. The Director of Standards Development oversees the development of standard sets by engaging stakeholders and leading the production of standards and identification of appropriate verification methods. The Director of Standards Development also oversees the development of resources and supporting documents for accreditation. This position will report to the Chief Science Officer.

We are a standards developer that is accredited by ANSI as an American National Standards Developer which means our standards are developed via an open and balanced consensus model. We develop standards to be used to evaluate the quality of service delivery of behavioral health service providers for the purpose of providing accreditation.

Duties and Responsibilities

  • Implements and documents the standards development process by American National Standards Institute (ANSI) guidelines
  • Serves as primary BHCOE point of contact for standards development related stakeholder groups, by preparing for, facilitating, and communicating about meetings and reporting results of meeting to the Chief Science Officer and Research and Development Team
  • Ensures sufficient and balanced representation in stakeholder groups
  • Plans, develops, and implements various standard development projects as assigned; manages team, facilitates team activities, and leads completion of assignments
  • Provides timely feedback and ensures accurate, timely completion of accreditation standard sets
  • Makes databased decisions for revision of standards, document requests, interviews, and surveys, using data from previous evaluations
  • Develops and distributes feedback surveys regularly for stakeholder groups, summarize feedback results into actionable adjustments to meeting facilitation strategies
  • Leads facilitation of public comment periods, creates processes for streamlined tracking and responses to feedback
  • Maintains currency of knowledge concerning relevant best-practice guidelines and standards development practices
  • Communicates and collaborates with the Chief Science Officer to develop goals, create process maps, and meet department Key Performance Indicators (KPIs)
  • Performs miscellaneous job-related duties as assigned


  • Knowledge of continuous quality improvement management principles and practices.
  • Training or experience in program evaluation, quality assurance, organizational assessment, or accreditation evaluation.
  • Experience in writing standards of best-practice
  • Skills to develop assessment tools such as interview and survey questions
  • Skills to develop clear operational definitions and rubrics for reviewing qualitative information such as comprehensive documents and videos
  • Advanced research, analytical, critical thinking, and writing skills.
  • Strong verbal and written communication skills and the ability to present effectively to small and large groups.
  • Strong interpersonal, communication, conflict management, and other leadership skills to work effectively with a team during a fast-paced turnaround or quick deadlines.


  • Education: Master’s degree from an accredited college or university in public health, healthcare, human services, behavioral health, or related field. Doctoral degree in related field preferred.
  • Experience: A minimum of one to five years of related experience, demonstrating excellent supervisory level skills with superior attention to quality and detail. Experience leading teams, problem-solving for solutions and delivering large projects of high quality on time.
