I'm attempting to install the SessionTimeout plugin but it's not
working.

Here's my command and the output:

you're getting a 500 error returned, that's the problem...the url you
are using is actually the trac page for the repository, not the
repository itself

you want to checkout the code from

http://opensource.agileevolved.com/svn/root/rails_...

that should work
