When and where will JRubyConf 2013 be?  If it's not yet decided, are 
there most likely candidates?

I would hope that is an option. It would make helping out with the event
logistically easier for me! ;-)

But otherwise, I understand there to be a number of unknowns about
jrubyconf 2013, but planning is getting underway.
