I am also working on completing the tutorial and have got the same 
error.
I've only edited the files the tutorial instructed me to. How would I
manually import howto_swig?
Also, I'm using 3.6.2, but gr-howto-write-a-block was only 3.6.0 when I
found it.

cd build/swig
python
import howto_swig

In your 3.6.2 source tree there should be an up-to-date version.
Besides, you don't need that if you're following the tutorial (which
relies on gr-modtool only).
