[Bug #2154] から分離します。あっちは2.0.0(と1.9.3)をどう落ち着けるか、
こっちはnext minorあたりでファイルシステムエンコーディングをどうするか、
ということで。

今のところ、

  * UNIX系でfilesystem encodingを設定したいユースケースはあるので、
    何らかの手段は提供したい。

    * コマンドライン引数 --filesystem-encoding= およびメソッドEncoding.filesystem=
      が提案されている。([ruby-dev:46368])

  * OS Xのfilesystem encodingについてはまだまだ考慮の必要あり。

といったところが課題かと思います。
